Signing of an STCW Agreement with the People’s Republic of China

Signing of a Memorandum of Agreement on the Recognition of Seafarers’ Certificates of Competency and Training between the People’s Republic of China and the Grand-Duchy of Luxembourg

Beijing, 16th January 2018

On Tuesday, 16th January 2018 Mr. XU Ruqing, Director General of the Maritime Safety Administration of the People’s Republic of China and Mr. Robert BIWER, Government Commissioner for Maritime Affairs in Luxembourg signed an agreement on the recognition of STCW(*certificates. This agreement provides for the acceptance of Chinese officers on board ships flying the Luxembourg flag.

Following requests from different actors of the Luxembourg maritime sector due to a shortage of well-trained seafarers in the world, the Luxembourg Maritime Administration (Commissariat for Maritime Affairs) initiated negotiations with the Maritime Safety Administration of the People's Republic of China on a memorandum of agreement for the recognition of STCW certificates.

These negotiations now led to the signing of such an agreement on the occasion of a visit of a Luxembourg delegation led by Vice-Prime Minister and Minister of the Economy, Mr. Etienne Schneider to the People’s Republic of China (January 14-17, 2018) and both Mr. LI Xiapeng, Minister of Transport of the People’s Republic and Mr. Schneider attended the ceremony.

The Government Commissioner for Maritime Affairs in Luxembourg will henceforth be able to endorse Certificates of Competency (CoC’s) and Certificates of Proficiency (CoP’s) issued by the Chinese maritime authorities after verification of the validity and authenticity of the seafarers’ documents .

Today, the Luxembourg Maritime Administration has over 50 memorandums of agreement in force allowing for shipowners to employ Masters and officers from all over the world (complete list under http://www.maritime.lu/stcw-agreements)
